Hugh has worked within the parliamentary estate for a number of years. He set up and ran Spad-U-Like (Dutiful by Nature), a confidential online comparison tool for Members of Parliament who rose to the dizzy heights of acquiring a ministerial red box. This enabled any minister to arrange a free transfer of special advisers inherited from their predecessor. Despite the high turnover in ministers the tool was discontinued after failing to predict the meteoric rise of Baron David Frost from Boris Johnson’s SPAD to a seat in the House of Lords. A further factor was the insistence by some departments that an additional criterion be added to the app: a SPAD’s willingness to take a suitcase to the nearby Tesco and fill it with wine bottles.
