Frances Crook

Frances Crook was chief executive of the Howard League for Penal Reform from 1996 to 2021, responsible for research programmes and campaigns to raise public awareness about the penal system. She is now co-convenor of the Commission on Political Power, the purpose of which is to generate a national debate on potential legislative and structural reform of our political system. Frances has previously been an elected councillor, non-executive NHS director and university governor.
